Advanced training for SEADOs conducted in Eastern Visayas

Tacloban City – In coordination with the National Conciliation and Mediation Board VIII, the Department of Labor and Employment Regional Office VIII conducted a Skills Enhancement Training for Single Entry Assistance Desk Officers (SEADOs) last March 4-6, 2020 at Hotel Costa Brava, San Jose, this city.

The three-day training was attended by forty-two (42) participants coming from the regional office and seven provincial field offices. These participants have already underwent the Basic Training for SEADOs held last August 2018.

The training was graced by DOLE RO VIII Regional Director Yahya A. Centi, NCMB Region VIII Director Rogen S. Cumba, NCMB Region VII Director Edmundo T. Mirasol and DOLE RO VIII Assistant Regional Director Amable Ildefonso C. Roa.

In his welcome remarks, Director Centi thanked the NCMB for facilitating the activity. He cited the importance of leveling up the skills of the SEADOs for a more efficient and effective implementation of SENA program in the region.

“I am glad we have this strong collaboration with our attached agencies, such that we are able to conduct this training smoothly. Thanks to NCMB for facilitating this training. You know, there is really a need to hone the skills of our SEADOs so that we can continuously deliver a more efficient and effective SEnA program in the region”, Director Centi said.

Ms. Cristina T. Longjas, Chief of DOLE-Technical Support Services Division (TSSD), acknowledged all the participants and provided the overview of the activity. 

Mr. Papiniano O. Macayan III, Labor and Employment Officer III of NCMB VIII discussed the Implementing Rules and Regulations of Republic Act 10396 or the Act Strengthening Conciliation-Mediation as a Voluntary Mode of Dispute Settlement for all Labor Cases. He likewise presented the different reportorial requirements of the Single Entry Approach (SEnA) program.

Highlight of the first day was the topic delivered by Director Mirasol on Enhancing the Communication Skills followed by a workshop joined by the participants.   

On the second day, Director Cumba tackled the different conciliation-mediation techniques while Director Mirasol facilitated the conduct of mock conciliation-mediation. 

The third and last day was still full of learning experiences as Atty. Cecilio I. Baleña, DOLE RO VIII Mediator-Arbiter and Mr. Rico A. Babalcon, NCMB VIII Supervising Labor and Employment Officer, gave a comprehensive discussion on Updates on Jurisprudence on Labor Standards and Labor Relations and Ethics in Conciliation-Mediation. 

After the awarding of certificates of completion, ARD Roa delivered the closing remarks in which he emphasized on the expected result of the training.

“With this training, we from the management are hoping that work will be easier and lighter since we now have newly-trained employees who can help in handling SEnA requests for assistance (RFAs)”, said ARD Roa. End/Norma Rae S. Costimiano
